An electric utility shall make net energy metering accessible to suitable purchaser-generators on a first-come, first-served foundation until finally the sooner of either: (i) June 30, 2029; or (ii) the first date on which the cumulative making ability of Internet metering devices equals four p.c with the utility's peak demand all through 1996.
